Diwen Chen, MPH

Diwen Chen, MPH is the former Staff Vice-President of Payment Innovation, Value-Based Solutions for Elevance Health (formerly Anthem). Before that, she served as the Senior Director, Payment Model Development at CVS/Aetna. She previously worked on the provider side as the Executive Director, Payment Innovation at CommonSpirit Health (formerly Dignity Health).

Diwen has over a decade of experience in Value-Based Care (VBC) and payment model design, program development, and execution. Diwen has been the corporate champion to bring numerous providers and disruptor companies from pitch to implementation of full scale/national portfolios all within Payment Innovation (PI). Diwen’s expertise around how to navigate and influence collaboration within provider or payer organizations has bridged key partnerships that further accelerated VBC commitments and success in alternative payment models. Diwen spearheaded launching programs such as the next generation of commercial ACO programs, Ortho prospective bundled payments, next generation of Oncology payment models, and designed & implemented hospital at home/home recovery care program to further extend the continuity of care into the home setting. 

Diwen has led enterprise PI teams managing the design and implementation of alternative payment models for payers and providers participating in risk-based contracts across all lines of business. Diwen has formed strategic alliances amongst providers, launching clinically integrated networks that evolved into accountable care organizations. Diwen led large-scale adoption of CMS Innovation demos such as Medicare Shared Savings Programs, Bundled Payments for Care Improvement, post-acute care delivery, and Medicaid/social determinants work. As a leadership & career coach, Diwen also strives to integrate coaching techniques with client relationships, team dynamics/building, organizational development & learning, staffing plans, and best practices/standardizations.

Diwen is a frequent speaker at health care conferences, including Health Care Payment Learning & Action Network (HCP LAN), National Bundled Payment Summit, World Congress, Becker’s, and ACHE. She has served on the Health Care Transformation Task Force (HCTTF) Board and Co-Chaired the Implementing Value Models Work Group. Diwen received her MPH in Health Care Management from Yale School of Public Health and BS in Biology from Texas A&M University.
