Dorothy Teeter

Dorothy Teeter serves as a strategic advisor to Coopersmith Law + Strategy on health care transformation, partnerships, and strategy.

Dorothy is the former director of the Washington State Health Care Authority, where she oversaw the state’s Medicaid and public employee plans.

Under her leadership, the Health Care Authority secured a $1.3 billion Medicaid transformation waiver to accelerate the state’s health system transformation goals. Dorothy led state-wide health systems transformation, including implementation of the Affordable Care Act, Medicaid expansion, and reform of health care purchasing. 

Previously, Dorothy served as senior advisor to the U.S. Department of Health and Human Services Center for Medicare and Medicaid Innovation (CMMI). In this role, she directed the development, launch, and awarding of the $1 billion CMMI Health Care Innovation Award program pursuant to the Affordable Care Act. She served as the CMMI liaison to other federal health agencies in order to align goals and resources. 

Dorothy has served as a senior executive at Group Health Cooperative (now Kaiser Permanente) leading the design and delivery of clinical information systems and population-based health improvement strategies. 

Dorothy holds a Master of Health Administration degree from the University of Washington School of Public Health and Community Medicine.
